When I pull the 4x4 shifter into either 4 low or 4 high it won't go into 4 wheel drive and stay. The 4 wheel drive light on the floor will light up briefly then go out. If so - perhaps it doesn't hold or get good vacuum - I think it's just a hose to manifold vacuum??
