1983 ford f-150 5.0 4x4 sarting problem

new starter,solenoid,ignition switch,only getting 1.9 volts to sarter wire from ignition to soleniod. what am i missing? will start if i jump the solenoid not by key.

What you're missing is finding the point at which you are losing the voltage. It could be ignition switch, neutral safety switch or any wiring plugs along the way. it does bump start @ solenoid.Thank You for your reply,iwillcheck neutral safety switch next.thanks again.
