I have owned my 1995 Cheverolet Camaro Z28 for almost 2 years now. Recently, my ABS INOP light has been coming on at random moments but will shut off. Today, I experienced for the first time, problems with my brakes. When I came to a complete stop at a stop sign, the brakes would work until I was almost completely stopped. At this point, the LOW TRAC light would come on and the brakes would slip, then stop roughly. After the jerking stop, the light would shut off. This only happened when my ABS INOP light was not on. There is no loose gravel in any of the areas I tested this on. The car continued to do this only when coming to a complete stop. There was no problem with slowing down. I plan on taking it to a shop, but our nearest shop is 23 miles away in a city with many stop lights. I am concerned that my vehicle is unsafe to drive to the mechanic. I checked my brake fluid and brake pads and both are good. I am concerned that brake fluid may not be getting pumped to my brakes correctly, or that I have a leak somewhere, but there is no fluid in the driveway after letting the car sit. Do you have any idea what may be causing this, and what I should do for it?

There maybe one or more of the wheel speed sensors or its circuit beginning to fail, causing an intermittent excessive wheel speed variance between it and the other wheels.
The ABS computer is always monitoring the wheel speed of all wheels, whether your foot is on the brakes or not.
When whichever sensor or its circuit that is causing this intermittent problem does its thing and with your foot off the brakes; the computer is in a passive mode, just watching. It knows that one wheel cannot be that much slower or faster then the others and shuts the system down, turning on the light(s).
With the warning lights off (system functioning) and your foot on the brakes; the computer becomes active but not intrusive; ready to act if need be. Now if the computer sees a wheel or what it thinks is a wheel slowing down to fast compared to the others. Then it (the computer) will become intrusive and relieve the brake fluid pressure to that wheel in small pulses.
These pulses are likely what you’re feeling as you are coming to a stop. One of the sensors might be dropping to zero miles per hour while the others are still showing the proper speed of five or ten miles per hour. It will give you the feeling of not being able to stop and at times will actually take more effort to stop.
It takes a scan tool and some other specialty equipment to diagnose this and that will likely mean bringing the car into a garage that’s capable of doing this.
In the meantime I would disable the system by removing the ABS fuse or relay and see if the pulsing or ‘rough” stopping goes away. If so you’ll be more then safe to drive the car until you can get it into a repair facility.
You’ll find the fuse and relay in the under hood fuse/relay box; this box usually has an index on its lid showing who’s what.
Sorry for being so long winded but I thought if I explained the system a bit you would understand why this maybe happening.

Thank you very much for this advice! I will definately give it a shot today and hope it helps until I can get it into the shop. Long winded was good. I'm actually very interested in motor vehicles, just wish I knew more. Thank you for explaining what may be happening in detail!
