transmission problem

i purchased a 1999 saturn 4 cyl. automatic at auto auction. trans would,nt shift from first gear.was told needed transmission . i purchased used transmission.this transmission would,nt shift from first gear either . was told pcm was bad. i tried three different pcm,s with no effect, still same problem. these pcm,s were from other 1999 wrecked saturns. can someone give me any info on what might be the problem.thanh you very much.
