I have a 99 camaro Z28 that wont shift out of 2nd gear and the check engine light is on reading code po430 saying catalyst threshold bank 2 but what would cause this from shifting.

I haven't seen as of yet a catalyst code causing the transmission to stay in 2nd. It sounds like the transmission is in default for some reason. I'm surprised there aren't other codes being stored.

Has there been any recent repairs prior to this happening?

This one may be a little hard to diagnose unless you have some datastream information to be able to determine where to go with diagnosing your problem.

Monitoring the transmission datastream with a high end scan tool you can see if the PCM is commanding a shift change and if shift solenoids are being turned on or off. With bidirectional control, you can command the solenoids and gear change manually. A good transmission tech, should be able to figure out what is going on.

There are two shift solenoids that control all four speeds. In default both solenoids are off which causes the transmission to be in 2nd. Default can be caused by a problem with the PCM, the PCM seeing an incorrect input that involves transmission control, PCM storing a code that enables default mode, power/ground missing from the solenoids, and/or electrical circuit or solenoid problem.
