99 Tracker hd/tl lights pulse/surge with motor

Chevrolet/2.0L/218,000 miles
The lights (head/tail) dim and brighten constantly and steady. The motor revs slightly up and down along with the lights. We have had problems with alternators (rebuilt type) and actually this is the third one we have had to take back to Napa! (Thank God it did come with a life warranty!).
I have been driving and all my dashboard indicators come on, the engine starts to run rough, then the car dies.
Recently I had the heads remachined after blowing a gasket, put it back together and the car now has no power at all on take off! After you FINALLY get up to speed, it can maintain until you encounter any steep hill. Actually it runs worse after all that work than it did right before.
