97 escort STILL won't shift Sign In

Hey guys,
Back again to look for advice on my sons 97 escort. This car had been parked outside for about 5-6 mos undriven. I can't get the shifter out of Park.
Vehicle is 97' escort wagon, 2.0 moter w/ auto trans. on floor.
So far I've replace the brake safety switch HOPING this was the problem...no deal.
Pulled the console apart and the shift lockout soleniod is working when I apply brakes.
I thought maybe the shift cable might be froze up, so I disconnected the cable at shifter and the control lever going into transaxle. The shift cable
slides freely, so it's NOT the cable.
My question is...should I be able to move the manual control lever going into transaxle by hand????
I cannot get the control lever to move AT ALL. It looks like it is rusted pretty good. Sprayed some penetrating fluid on lever hoping this will help.
Is it POSSIBLE that the control lever is rusted and 'froze" up????
Will it hurt anything if I try to break it free with a small wrench???
OR...do I possibly have an "internal" transmission issue???
