89 Ford 150 Lariat - Won't Shift Sign In

I have a 1989 Ford F150 Lariat XLT, 4x4, automatic transmission, 302 V8, approx. 125K miles. The truck won't shift out of 1st gear, so we replaced the transmission and it still won't shift out of 1st gear. Everything else works and the 4 wheel drive engages. Does anyone have an idea what might be causing it to not shift since we changed the transmission?

Thanks

DescriptionMODULATOR

SpecificationsThis is the vacuum modulator. It is mounted in the transmission. The end to the right of the pic goes into the trans., held with a clamp and one bolt. It must have manifold vacuum to the port on the left side of the pic. This vacuum comes from a port on the intake manifold. With the engine running, pull the vacuum line off at the modulator. You should be able to feel the suction. If there is none, trace it back to the source. Notice if there is any transmission fluid present when you pull the vacuum hose off. If there is any, the valve is bad. If you remove the modulator, pay close attention....there is a rod, about an inch long, that must be put back in with the new valve.
