2000 Chevy Blazer Trans Problems

I have recently purchased this truck and since the beginning when driving on the road over 30-40 mph when the trans has shifted into od it seems like I am experiencing a fluttering in power? The tach does not move when this is happening. I also have replaced the trans filter and fluid. The pan looked fine when I removed it. I have also gave it a tune up new plugs, wires and air filter. Any help would be greatly appreciated.
