1998 Ford Windstar transmission

I am having a problem with my 1998 Ford Windstar GL 6 cylinder automatic. It will not shift out of second gear until I get up to 60mph at 4500 rpm. Any suggestions or comments on this problem?

Could be few things sounds like faulty TP sensor or VSS. I recommend bringing it to a transmission shop or dealer where they have the equipment to properly diagnose it.
