warm air at speed, cool air at idle!

I have a 94 Camry. Because I was not getting warm air, my (great) mechanic replaced thermostat, and heater core after twice flushing old one. Now it gets warm air at speed, but when idling, the air is cool! He replaced the water cooler, but that did not help. We are stumped and never have heard this before. Any thoughts?

Sitting still with revs up will it warm up? Does temp gauge fluctuate? Rare but happens that water pumps don't pump well if impeller is impaired?? T
