#1 Has anyone messed with it?
#2 Quick test while looking at belt - is it struggling? Compressor noisy?
# 3 This is a sign of a compressor seizing up or possible other problems and should disable compressor now to make the fix easier and less costly. Right at compressor if not other means, unplug it and safely tie that plug out of harm's way.
A/C isn't for everyone so give us a clue as to your understanding of it and if you plan on doing work yourself will help,
