Heater stops working using defroster, lights, wipers

1999 Chrysler Concorde LXI 3.5 123,797miles After driving Concorde for about an hr. with headlights and windshield wipers on, turning defrost on and off, and fan running, the heat stops working. During this time, the dashboard lights flash on and off. Also, during very hot weather, when running fan and AC, when car is turned off with these left on, the car may not restart, even after setting for 15-20 minutes. After trying to start the car, I leave it alone for 5-10 minutes and then it starts. Is this an electrical problem?

I'd begin with cleaning up battery terminals and making sure belt is properly tensioned. Go on as needed to check battery and charging system, T
