98 s10 ZR2 compressor will not engage

I have a problem with the compressor will not engage on the truck . I can short the low pressure switch and nothing happens there is continuity on one side of the connection and no voltage on the other side. The fuses and relays are OK also. I took the under hood fuse box apart and checked to see if there was continuity on the green wire to the compressor and there was. For what reason I don't know I grounded the green wire with white tracer and the compressor will engage. Can you tell me what to do to fix this? Thank you.
