97 Honda Civic A/C fan problem

My A/C works fine when on the 3 or 4 setting, but the fan does not work at all when on the 1 or 2 setting. I can hear the A/C kicking in on those settings, and the light comes on, but no air comes out unless at 3 or 4. No matter what I do, no air comes out at those beginning settings. Suggestions?

This is frequently a problem with the resistor. Should be located near the blower motor,
