That's static pressure and enough to make/force compressor to kick on but you probably don't see it. Bailouts or not Chrysler vehicles are famous for evaporator leaks. I'd check there first and you won't like the price to fix that if so, T

The thing the 90PSI means is that you have sufficient pressure to initially engage the compressor. It doesn't tell you anything about how much rerfrigerant is in the system. You will see the same pressure whether the system has 1lb or 5lb. You have an electrical issue that could be dozens of things and it will have to be troubleshooted using a wiring diagram to find the problem. Unless you have extensive electrical knowledge, your abilities will be limited. Some things you could check yourself would be all the fuses and whether yo have power and ground arriving at the compressor. Beyond that it's going to get very complicated. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

The static pressure you have should be enough to turn the comp on. So 1st thing would be to get the system to come on. As mentioned there is a lot of reason it might not be coming on... I didn't see you mention the basics..... Get a test light and check your fuses. Then pull the a/c relay & with the key on you should have power at 2 terminals. Maybe swap relays real quick. After that it gets a little harder and requires certain knowledge & tools.... Let us know what you find out.
