We bought a 2002 Honda Civic 4 cylinder with 88,000 miles on it this summer. In the summer we notice that the AC was working on an "all or none" principle.
It would work, but the longer who drove (at one time) the AC started to fizzle out. Now that the winter is cold and the heater wasn't working up to par, we took it to the Honda dealership to get checked. They replaced the evaporator. Took it home, same problem, the heat worked and you could hear that it was working, but the amount of heat blowing out would fade. Took it back and they added a ground under the dash and replaced the temp sensor. It seemed to work, but the compressor was making a loud noise that wasn't there before. While driving the car, it started to smell and stalled. Belt was burnt and compressor dead. Had the compressor and belt replaced. Now back to the old problem. The theory is that the Ac compressor is getting stuck "on" instead of cycling d/t the cold weather, but no one can figure out how to fix it. We've had the Honda dealership chatting online with people at Honda in Japan as well as an independent mechanic look at it. They have also flushed out the system. We bought this car for our teenage driver and want to make sure that it is working well and safe.

? Just because compressor is running and it will even when not requested with defog or defrost requests doesn't make the output air cooler. The dash is blending air or supposed to by diverter doors upon your request. If those are working, heater core is clear, engine warm and full of coolant there is "hot coolant" available as requested.

The compressor alone has nothing to do with temp of asking for heated air. It can croak and as long as it doesn't seize as it did and belt works heat would still work normally.

This is either a control head issue, actuator for the blend door or clogged heater core. IDK why heater core wasn't plain replaced while evaporator was being replaced as going dash diving to do that is a pest on almost all cars,

What it sounds like to me is that the thermostat in the evaporator was not working which caused the evaporator to freeze over. This in turn prevented air from passing through for the heater and also starved the compressor of lubrication which led to a compressor failure also.
