Actuator doors are either vacuum or electric controlled. This is common with loss of vacuum if vacuum type and not sure which system this vehicle uses. Look hard for both rubber or plastic vacuum line failure underhood broken or somehow not hooked up. Broken plastic can be fixed with proper automotive grade and size rubber line. Can also be an issue with a vacuum reservoir but those when if the only fault usually will behave like when driving downhill when manifold vacuum is high. Hope and suspect this is a fairly easy fix??
