1995 Geo Prism LSI with Very little to NO heat???

I have what could BARELY be called luke warm heat and most of the time on a cold day, it takes for ever to defrost the windshield and usually it will only defrost 1/2 way! What could be the causes and how do I trouble shoot this? I am thinking it's a heater core problem?
Engine size is 1.6 L

Is engine running at normal operating temp?
Check that the coolant level is properly full THEN if all seems right I would blame partial clogging of heater core and flushing cooling system would be in order. You may notice now warmer air when fan is lower speed which also suggests a partially clogged heater core,
