1990 silverado heater lights on dash stay on

i have a 1990 chevy silverado the heater control lights stay on when key is off blower not running just control lights stay on any help appreciated

Guess: Ign switch is enabling stuff and should not of course. Not funny - I've seen a ton of whacked stuff and this is one of them
