03 Toyota Camry Heater Problems

I have a 03 Toyota Camry XLE with a 2.4 engine. The problem I am having is the heat. This model has the digital climate control, you can set the temp at 83 or 85 and get no heat but when you set the temp in the HOT setting it will blow heat. The fan does seems to blow very good unless it is in the higher settings. Can anyone please give me some insight on what is causing this.

Just off the top of my head it sounds like you may have a broken temp actuator where you aren't getting any mix but if you go full hot it's enought to force it open..........
