I currently have 205/50/17 tires on my Cobalt SS and am considering going to 205/45/17. First is this safe to do? Second will I notice any significant handling changes going to a lower aspect ratio?

I wouldn't change it if it's not listed by manufacturer as an optional size. It's a small change that could make a difference you don't like,

Tire Rack sometimes lists optional sizes for the vehicles. That might be worth a try for a quick reference!
