2000 Mitsubishi Galant ES 2.4L I4 engine, 1195xx miles
Recently I had an EGR system problem. The EGR valve was always slight open so the exhaust gas enters combustion chamber when it's not supposed to, and then the engine shakes intermittently when idling. I followed the diagnosis instructions on the service manual and found the vacuum at the throttle body was 56kPa, which was higher than the specification (51kPa). This high vacuum in throttle body cased the vacuum in the vacuum hose connected to the EGR valve is around 10kPa~12kPa when idling, while the specification says the EGR valve should be close under 5.9kPa.
I then cleaned the throttle body, also cleaned the air intake with Seafoam. But the vacuum was still high after the cleaning.
Any suggestions what might be the source of the problem and what I should do?

I'm not sure what instructions your following but you shouldn't have any vacuum to the EGR at idle.
The different between between 51KPA and 56KPA is negligible but it shouldn't be there at idle.
