oil in airbreather

 1996 windstar. new battery, starter tested-good. spark to sparkplugs. opened airbreather and found quit a bit of oil has settled in bottom. spark plugs don't seem to be fouled. Van won't start. Thanks for any ideas anyone can give...this has me stumped.

Check PCV valve and have compression test done.
Being way2old is why I need help from younger minds
