noises when headlighs are on

my car started making noises the other day when my headlights are on. The only time it doesn't make a noise is when they are on highbeams. The noise is similar to an electric shaver, and is quite loud. It's coming from the dash, left side by the driver's side window. It also buzzes for about 1 second when I turn off the car. The car is a 2005 Kia Rio, any help or suggestions would be greatly appreciated!! thanks

A relay could do something funky like that. If you can put your hand on the buzzing part I'd consider replacing it,
