no oil in oil fillter

i changed the oil in my car , n the oil filter had no oil n it , keep a close eye on it , n don't understand it , just wandering why , no my car has been sitting for 3 years just had oil change n it 3 years n 60 days ago , the guy was suppose to be starting it at lease once a week looks like he didn't , because he had to replace the battery , n i just brought a new one 3 years n 90 days ago . is there anything i can do to rectifier this ...?
