1995 nissan pick up,2.7 fuel injected engine,120k miles.all of a sudden engine began idling at almost 2000 rpm.throttle cables have slack in them.is this an electronic control module problem?

Make sure throttle cable(s) are free as a bird or toss them - one probably for trans kick down if automatic.

Vacuum leaks or dirty throttle body can cause issues but usually if so it would idle too low? Any codes to help?

Would be rare to me but if throttle plate(s) can't return fully that would both possibly cause excessive slack in any cables OR they are fine and this has a vacuum leak which would be what I'd look for first,

Yes, it certainly will.
