There's really only one possible explanation for that. The new cap and rotor is installed incorrectly and/or damaged. The rotor may not be fully seated, the cap may not be seated fully but either way, they are probably damaged at this point.

year, make, model, engine size. Please. Regardless, check Hammer's suggestion, first.

double check your part numbers to make sure you got the right parts from the store?
