new brake pads feel terrible

i got my brake pads on my 02 accord changed at midas and afterwards the brakes felt terrible, they were alot stiffer than before, so i went back and had them re-do it. after the second time they felt a little less stiffer but still not as smooth as they did before. plus if i'm driving fast and need to make a quick stop, the brakes feel like they are kicking back and sort of bumpy, if that makes sense. it never used to do that before.
shouldn't the brakes feel better after getting new pads? anyone have any clue what's going on here? thanks alot for your help

Did they replace or machine the brake rotors along with the brake pads?
