1999 2.0 dodge stratus starts runs fine for 2 minutes then misses pops back and floods for about 2 or 3 minutes then starts running fine until you start it again but pulls no codes

The first thing you want to check is the fuel pressure using a fuel pressure gauge. Do this before attempting to start it so you can see how long it takes to reach spec and how long it holds when the key is shut off.
