key cylinder will not start van

I have 1989 ford van/e350.tried to restart van after it stalled. turned the key cylinder it will not turn far enough to start van.as key is turned foward seat belt buzzer goes off,and fuel pump sounds off,but the next step of the van starting does not happen.checked soliniod,battery starter all have power.any suggestion of my next step.

Starter actuator rod inside your steering column. Common problem.Pretty hard job to replace here's a pic of the part. I think it's about 5 bucks at the part store.
