if it's not the fuse, what is it?

I have an 87 Honda Accord and I tried changing a fuse after the clock and cigarette lighter stopped working; I put a new 10 amp fuse in, nothing; put another one in, nothing; I don't know that much about relays, could it be a relay or a wire? What should be my next step?

Do you have a mutimeter meter, 12 volt test lamp, and a wiring schematic? Since we volunteer our time and knowledge, we ask for you to please follow up when a problem is resolved.
