hood cable not working

My son tried to open his hood today so my husband could give him a jump. He pulled on the cable, nothing tried again and it is very loose like it is broke. How do we get the hood open? Also it is -21 degrees out today it might have frozen. Thanks for any help.  Deb

Usely in the cold hoods will stick, so if the line isn't broken you might want to try this. On my car I hit where the latch is with my palms and it usely comes right up. Might or might not work but you could give it a try
