Could be a head gasket leaking oil into cooling system. Some sealers can look like that - is that in its history?

What kind of car and automatic or not?

If timing belt broke I'm surprised you got this fixed for even $1800 as I think this is an interferrence engine. That meaning valves can collide with tops of pistions when timing belt breaks or jumps far enough off time. Damage from that could vary a lot.

If it's running very well and not consuming anti-freeze or contaminating oil also it could be the repair used some gunky goo after their work to prevent a come back for a leak if there was any uncertainty. If the case I'd flush out the system and clean the recovery tank and see if it returned. If it does or leaks somewhere it'll have to be diagnosed from there,
