To top this off as soon as I left the gas station the check engine light came on. What flap are we talking about?? There's a painted metal body panel cover and then should be a little flap inside seen only when fuel cap is removed unless there's some new idea for this. The little metal flap shouldn't matter much and I think it's just a means to help prevent back splash or perhaps a sudden burst of fuel in your face if the tank was holding pressure. The body door might be remote and not stay shut and warn you. The cap may not be tight or fit properly and also give a warning but I would guess that would trigger a general "Service Soon" type warning?? Here are two pics I found out there.
