friends car broke, help?

Today my friend and I were riding in his car and as he was braking at a red light the car made sort of a bumping noise and we could hear something fall off and hit the road, it was a round rubber piece and a metal ring with SOA on it. Here is a picture, can anyone identify these?

What's the year, make, model and engine size?
