faulty fiesta speedo

my girlfirend has an s reg fiesta and her speedo is ten miles per hour out. When she is travelling at 20 mph her speedo registers 30 mph. Any ideas why her speedo is registering 10 mph faster than her actual speed? How can it be fixed?

That's a lot off! Are tires and wheels correct? I still can't believe that much off unless they are dramatrically different from orig...
