explorer will not start in the heat

i have a 99 ford explorer that wont start when it is hot outside. first thing in the am when it is cool it is never a problem but later on in the day about 90% of the time it will not start. it acts like it is out of gas, cranks and cranks but wont turn over. sometimes if i let it sit a few minutes it will start then other times it takes up to an hour.i have replaced fuel relays and fuel filter, fuel pump is making noise when the key is turned on. i have had several suggestions like ignition control module....intertia switch....vapor lock.....wiring issue. i have had it to the shop twice and of course while it is there it starts all the time. a couple of other mechanics have mentioned that there is a memory in my computer that possibly can tell us what happened to make it not start, but the current mechanic says no, and also says fuel pump cant be tested for pressure if it is starting without as problem. what i am wondering is if this 411 is correct and or if anyone has had this problem or has any idea's on how we can diagnose it. thanks :)

If there are no codes and it just going to up and behave when looked at then it will be a problem to know exactly. Can you tell for yourself if this is lack of fuel, lack of spark or both when it does happen? For lack of any other diagnosis I'd try replacing the fuel pump relay first. They are probably identical relays with a couple others that could prevent starting, EEC or any for engine controls and move it to the next identical only relays mind you and you just might stumble on one that's sensitive to heat.

I don't think these are costly and if one does in fact work make a note of which and destroy that old relay!
