My emergency brake cable will not hold the car still when in drive.

They are adjustable but if drum brakes make sure they are in adjustment first. If you have to adjust it you may find rusty parts that won't like behaving. Don't over adjust as the car needs some freeplay in brake or it can drag when you don't want it to, T
