chevy 2002 cavalier passenger window wont go up

my chevy 2002 cavalier has a problem with the passenger window. It wont go back up, and every time I press the button for it to go up, all you hear is a the motor. (it is a loud sound.) I have tried pushing it up myself, I also had someone try and push it up while I was pressing the button, but it wont budge. I have also tried hitting the door to see if that would help. nothing. Please help.

What does the regulator do? And by and chance would you know approximatively how much that would cost to fix?
