any suggestions car sat 4yrs spark plugs smell bad and are black????

Cars don't like sitting that long and fuel goes bad. Put some solvent in the fuel may help but not immediatly and you may have to get rid of that fuel and clean up carb or fuel injection. Fuel filter will be a must and maybe have to replace it again soon if it does work.
If the car has just been sitting outdoors you will have lots of other problems too - sorry to say, T
