If you can get at the part that's clicking you might see what's wrong there. There is a mechanical action to allow it to shift out of park only with brake applied as you know. Getting at that might not be so easy - take a look. I don't know first hand what linkage or style of release is used and would have to look myself. If it is, here is a picture for location of the shift interlock solenoid. This will keep it from shifting from park.
