1996 plymuth neon. Had the machanic replace the belt and water pump after the belt broke. After doing the work I was told that the valves were bent. ( single over head cam ) Now runs like crap. What are my options? head removel and repair or could it be push rod damage? can I tell by removing the valve cover? Any sugestions?

I don't think there's one exact way the engine is damaged when timing belts break in interferrence engines. Best not to use this car till it's diagnosed a bit now - compression test and you know you'll need to send the head out for repair. With head off you should see what may have happened to pistons and any other items damaged with the crash!
