apparent vacumm leak

I have a 1992 Cadillac Sedan deville (4.9) that makes a "hissing noise" when shifting into drive or reverse. Does not make noise in park or neutral. Also, due to this apparent leak, the car will not idle when you stop at a traffic light. (sometimes it will go dead, but will crank back up). Car runs like a champ from 15mph to 75mph. I worked in Cadillac parts years ago and it seems like there was some kind of valve on the park release we sold a lot of. What's your opinion?

Look under the dash on the driver's side.
