air conditioning only works below 50 mph

My 97 pontiac firebird 3.8 L a/c only works when i am going below 50 mph . we filled the freon thinking the charge was low- it wasn't, the fan works and the air is cold however when i am on the highway it blows only hot air

Rig something up to pinch off one of the heater hoses and then try it again. This will tell us if heat is mixing with the cold air.
