I have a 2004 VWjetta my friend told me that the brake lights weren't working, carried it to a friend and he put a new brake light switch on and still doesn't work. Come to find out it is a recall. Why can't a mechanic replace it and it work. He moved some fuses around and now the steering wheel controls or a/c will not work. If I put fuses in the empty slots will that help. I am a female and widow and can't afford a lot of mechanic work please help

You need to start out by putting the fuses back in the correct places. There should be some type of diagram labeling where the fuses go and what their rating is. You have to be sure you put the correct rated fuses in each of those slots. The location diagram might be located in the owner's panel or on the fuse panel cover.

I have no idea what he moved around. I did see the fuse panel on the open door side. I do see that there are some empty
slots. I was just wanting some advise if I buy fuses that (with the proper amp) and put in those slots do you think it will
be ok or damage anything else

and just to add, since that didn't work he doesn't want to fix what he messed up
(it was a friend of a friend that owns a shop)

Wow, that is some friend you got there. 
You don't want to go slapping any old fuse in an empty slot. Some slots may not have any fuses. You just need to verify the correct fuses are in the correct slots according to the fuse panel diagram. Look for the diagram. If you can't find the diagram in the owner's manual or the fuse panel cover let us know. Maybe we can find one for you.

I do see the diagram on the fuse panel door. I have looked and it looks like all the fuses
are there that should be. I just really don't know. I stopped at Autozone and they looked
at the ones that runs the a/c and said that they weren't blown.
yea, WOW!!! it's a nightmare for me Getting someone to help me has really been terrible
and I have to have my car for the type of work I do here. I just need to get some
negotiable smart people to help me figure it out

You stated the ac doesn't work. Does the air blow out of the vents or is the air hot coming out of the vents?

The fan works, it just blows hot air. It all was working when I made the trip here to Ohio from Arizona
the first week of May. I had my car serviced before the trip here.
It all started when the so-called mechanic looked to see why the brakes were not working, what he did I
don't know. I saw him in the fuse box, the reply box under the hood and then he put the new brake switch
on and still didn't work and he said it was a recall. I don't understand and like I said, after that the steering
wheel controls, radio, a/c will not work . The radio and a/c will work manually, but not from the controls on
wheel. he a/c just blows hot air

In the fuse panel look for fuse number 5. It should be a 7.5A fuse (brown fuse). If the fuse is in there, inspect it and make sure it isn't blown. That fuse powers the steering wheel control module and also provides power for the ac pressure switch circuit.
