98 dodge Durango 5.9 170,400 miles
well im back for more help, I believe I've posted about this last year
I've had this truck for 3 years and every time its cold out, I have problems
my cruse wont work, drivers side window with the auto wont work and the passenger side seat belt locks and wont come out
the alt is reading higher then it should, I put in a new alt and it still reads high like its charging, this only happens when its cold out side, not a real big problem but it just bugs me
could it be the emc ?, any advice would be appreciated, thank you Dennis from Adams,wi I moved

Get yourself a DVOM (digital volt/ohm meter) and check voltage at battery for real voltage not the gauge. I think most all of these are regulated by the computer not inside or on the alternator. It would read some higher when cold after start up for a while as it took more out of the battery to start up and is aggressively putting back the power to a cold battery so probably normal.
Cruise? IDK - fuse but why cold? Do brake lights operate properly or can you somehow notice if they stay on as that shut down cruise as well as speed too low on most.
Seat belt! You mean it's latched and stuck latched? Ask a dealer if it's recalled at all with VIN handy. I've seen that before and a person had to cut belt. A rear seat in a Mopar no abuse and I couldn't undo it in hand by then either. Not my job just shown the thing and said let dealer fix that one for free in that case and think that's what happened.
If full of soda or something now all sticky with cold and works when warm why doesn't a warm cab in this do the same I can't say but you need to know just how that doesn't work and what to replace. I really don't know on a truck what a passenger's belt is required to involve like a warning light if a passenger is there and special or not because of that but should always release at least.
Old as it is it really might be a free fix and worth asking. If nobody here knows of a TSB on it dealer should.
Back to just cruise. If not simple enough do you really want to got nuts fixing that? Not for model year '98 that I know of but hearing that cruise of any kind is or soon will be defeated if wipers are on for a beginning as it's dangerous to wild if slippery in rain never mind WI and Winter driving more common or likely to have ice and snow and never use it if not perfect conditions. As you can see I'm not a fan of the feature at all.
If that is part of another fault I really don't know that either but would suspect it's on it's own,
