Windshield wiper motor

My windshield wipers only go 1 speed and it is a delay speed would it be the wiper motor or the switch on the steering wheel? 1992 chev. Camaro rs 305 motor

Could be neither. Could be the delay board mounted on the motor. Some testing needs to be done following q wiring diqagram.
