Which is best for tire rotation: Front to back or Side to Side? Also how often should the tires be rotated?

This is totally dependant on the tires used and the application. Some tires are directional meaning they channel water if rotating in a certain direction and should stay on that side of the vehicle. The tires should be marked and indicate that.
In general follow what the owner's manual suggests for this as it will differ with different cars and tires,
