Thin Black Plastic strip dangling from underneath in front end of my car.

I have a Nissan Sentra 2000 and there is a black thin strip dangling from the undercarriage in the front of my car in the center I noticed it after i looked down under my car because i was hearing faint squeaky noises coming from it.
Could this be a lose Splash Guard?

It probably is the splash guard. I see a lot of these torn off when people drive over the parking stops you see in parking lots and when they back off, they get caught and rip off. You just need to get it inspected.
